I suspect it is possible he was a grandson of Moses and Winifred (Call) Temple, because it appears that another of their grandchildren, Henry Temple, ended up going to WA after 1860. I do not know who this Oliver P. was. The death certificate gave his parents' place of birth as TN (father) and NC (mother). It may be, based on timing and location, that he is the son of Daniel and Sarah (Watson) Temple, but that is a long shot. He was not found before 1900. Unmarried at the time of his death.
The best lead I have found was SSACI - where Oliver Temple, 518-14-5762, was b 20 Sep 1866 in Knoxville, TN, son of R.M. and Mary (Pugh) Temple. Aside from the wrong birth date, nothing more is known about any of them.
